External Title: Senior Consultant – Richland
Internal Title: Local Partnership Technical Assistant

The person in this position will serve as a coach to local partnerships in program operations to facilitate sound management practices and strong board functioning. Identify and document successful strategies and promising practices in early childhood education and family support. Cultivate relationships with local partnerships, state partners and issue area experts to develop, fund, and implement initiatives. Ensure that services implemented are consistent with agency goals, effective practices, and organizational performance measurement systems. Provide technical assistance for accountability including: collection of required documentation and data, finance and budgeting, support in non-profit management, fund development, networking, collaboration, and community outreach. Facilitate communication and information sharing between local partnerships. Support state level communication and offer timely responses to local partnership questions and needs. Commit to working for diversity awareness and cultural competency in all communications and practices. Plan and prepare trainings, targeted consultation, and development of written materials and guidelines for local partnerships. This position is located in the Office of First Steps.

Minimum qualifications. Applicants must possess a college four-year degree, a valid South Carolina Driver’s License and reliable transportation. Applicants should also possess a basic knowledge of the development of young children, flexibility in scheduling, a high level of confidentiality and the ability to demonstrate cultural sensitivity. Excellent computer skills.

Scope and duties of position. PAT Parent Educators will be expected to visit assigned families according to the Born to Learn program model schedule. These home visits will require the Parent Educator to model for the parent appropriate ways to verbally interact with his/her child, to create an atmosphere in which the parent feels comfortable in participating, to respect the privacy of all families visited and to maintain a non-judgmental attitude toward program families. In addition to providing these direct intervention services, Parent Educators will write an anecdotal report for each home visit, organize paperwork and submit reports and timesheets on deadline. Parent educators will work independently and responsibly, will exercise appropriate concern for safety of self and others in personal conduct and will follow appropriate legal, ethical and agency standards.
